Polar Bear Jail.  They used to shoot the polar bears that wandered into town looking for food.  (I've heard people talk about dogs wanting "human food" but the phrase has a whole different meaning for Polar Bears.)  Now they hold them for a few days then lift them by helicopter to someplace further away from Churchill.
